Experience

Ms. Mazure obtained her juris doctorate from the Marshall-Wythe School of Law at the College of William and Mary in 1985. Ms. Mazure’s practice concentrates in the areas of public utility law and economic regulation, administrative law and litigation, with emphasis on representation in electric and natural gas regulatory matters before FERC and the federal courts. For over twenty years, Ms. Mazure has represented a wide variety of clients regarding a broad range of energy issues. Ms. Mazure’s experience has ranged from the restructuring of both the natural gas and electric industries, to traditional rate and certificate matters.

Ms. Mazure represents a wide range of clients, including a number of local distribution companies, intrastate and interstate pipelines, gas processors, marketers, and gathering companies in proceedings before FERC and related court proceedings, involving natural gas pipeline rate and certificate matters and proceedings involving the importation of natural gas. Ms. Mazure has successfully assisted clients in ensuring compliance with Sarbanes/Oxley, as well as complying with, and obtaining waivers and clarifications regarding, FERC's standards of conduct requirements. She has performed a number of reviews of pipeline and electric company and independent system operators' tariffs. She has also represented a variety of clients in electric rate cases and electric company merger proceedings. She was part of the team assisting several State Commissions in FERC's only litigated proceeding involving the application of Section 205 of PURPA. Ms. Mazure is constantly involved in all phases of litigation including drafting of briefs and testimony, the discovery process and settlement negotiations.

Ms. Mazure is also a former attorney-advisor for three Administrative Law Judges at FERC where she assisted in all phases of the hearing process in electric rate and merger proceedings and natural gas pipeline rate and certificate cases. Ms. Mazure is a former Assistant People’s Counsel in the Office of the People’s Counsel for the District of Columbia. At the Office of the People’s Counsel, she was the senior litigation staff attorney for natural gas proceedings before the Public Service Commission. In addition, she was responsible for the Consumer Complaint Division of the Office, supervising other staff attorneys in resolving individual consumer complaints against all District of Columbia utilities.
