Experience

Prior to law school, Mr. Lucia worked as an environmental consultant, regularly performing Phase I due diligence assessments and environmental audits of energy and manufacturing facilities in the U.S., as well as Latin America.

Between second and third years of law school, Mr. Lucia accepted a Summer Associate position with the Firm where he gained experience in administrative law and litigation and energy and environmental regulatory matters.

Since joining the firm as an Associate, Mr. Lucia has concentrated his work on electric regulatory matters and environmental issues. He has participated in litigation and had advised clients on matters relating to wholesale power and transmission, including rates, terms and conditions of service and the various requirements of state and federal regulations and laws. Mr. Lucia has also worked extensively on analyzing the Federal Energy Regulatory Commission's implementation of the Energy Policy Act of 2005, including drafting comments in several rulemakings for the Firm's clients.

Mr. Lucia also participates in a variety of environmental matters, including advising clients on several aspects of the Clean Air Act, developing environmental impact statements, and drafting comments in rulemakings at the Environmental Protection Agency. He also counsels clients on renewable energy issues and emerging greenhouse gas requirements, such as those under the Regional Greenhouse Gas Initiative (RGGI).

Mr. Lucia speaks and writes Spanish fluently and is proficient in Portuguese.
