Experience

Mr. Hoover joined the Firm in January 2003, having served in increasingly responsible positions in the State of Maryland. Most recently, Mr. Hoover served as Director of the Maryland Energy Administration (MEA) since 1995. In that position he was responsible for coordinating energy policy for the State of Maryland. He was also responsible for dealing with the public and private sectors, providing analysis and briefings for the Governor, executive branch officials, Cabinet members, the Public Service Commission and the Maryland General Assembly. He oversaw a staff of twenty professionals and a multi-million dollar budget. He worked on such issues as electricity restructuring, energy performance contracting, energy emergencies, renewable energy generation, alternative fuel vehicles, etc. He also represented the Executive branch of Maryland in negotiations and settlement of all the electric restructuring cases. He was involved in a series of "stranded-cost" cases. As Director of MEA he has been a member of the Board of Directors, Treasurer and was recently Vice-Chairman of the National Association of State Energy Officials (NASEO). He chaired the Electricity and Gas Committee and has been a member, Vice-Chairman and Chairman of the National Council on Electric Competition, a joint activity of NASEO, the National Association of Regulatory Utility Commissioners, the National Conference of State Legislatures and other Federal and state officials. He has also served since 1997 as Chairman of the Energy Programs Consortium, a joint venture of NASEO and the state associations involved in the Low-Income Home Energy Assistance Program and the Weatherization Assistance Program. This activity has involved work with a number of states on electricity restructuring and public benefit programs. He has served in a number of capacities representing Maryland before the National Governors Association. He served as Chair of the Governor’s Task Force on Energy Efficiency and Conservation and served on a State of Maryland task force on power plant siting and a separate task force on utility service reliability.

Prior to joining MEA in 1995, Mr. Hoover served in increasingly responsible positions as Assistant People’s Counsel and staff attorney at the Maryland Office of People’s Counsel, for thirteen years. He was the principal telecommunications attorney and worked on gas, electric, telephone, water and taxi-cab cases. Mr. Hoover was involved in all types of proceedings and was involved in all phases of litigation. Mr. Hoover was the draft of legislation that created Maryland's Telephone Relay telecommunication system for disabled consumers. He represented the state before the Maryland Public Service Commission, the Federal Communications Commission and the Maryland General Assembly. While at law school he served as a law clerk at the Office of People’s Counsel.
